If you are having trouble viewing PDF type files like the ones below on Windows XP it is probably because you have installed SP2 for Windows and it has disabled the ability to read these files. To correct this open Internet Explorer and click on Tools, Internet Options, Advanced (tab at top), and uncheck box beside 'Enable Third Party Browser Extensions (restart required)'.
